Andaman Car Nicobar Restrictions Explained

If you are planning an Andaman trip and have heard mixed things about Car Nicobar, this guide is for you. Car Nicobar is not part of the usual Port Blair-Havelock-Neil holiday circuit, and access rules can be stricter than what most travellers expect. Here you will get a clear, practical explanation of the restrictions, who can go, what permits may apply, and how to avoid wasting time at the airport or port.

Why Car Nicobar Has Special Restrictions

Car Nicobar is one of the Nicobar Islands, located much farther south than the tourist-friendly Andaman islands. It is a sensitive zone because of its strategic location, limited public infrastructure, and the presence of local communities with protected rights and customs. Unlike standard sightseeing in South Andaman, travel here is not open-ended and spontaneous.

For most Indian travellers, the key point is simple: you cannot assume Car Nicobar is open for casual tourism. Even if you are already in Port Blair, access may depend on the purpose of travel, local permissions, transport availability, and current security rules. These conditions can change, so it is important to verify the latest instructions before making any plans.

Who Can Go to Car Nicobar

Car Nicobar is generally accessible only to people who have a valid reason to travel there. That may include residents, government employees on duty, defence personnel, people visiting family, or travellers with an approved official or administrative purpose. In some cases, entry for Indian citizens may be allowed under specific permissions, but this is not the same as regular tourist access.

If your main itinerary is based around Port Blair, Havelock Island, Neil Island, Ross Island, or North Bay, you do not need Car Nicobar access at all. For a typical Andaman holiday, Car Nicobar is usually outside the route. Many travellers search for it out of curiosity, then realise it is not part of the standard leisure map.

Foreign nationals should be especially careful. Rules for the Nicobar group are often stricter, and permission may be denied entirely or allowed only in limited cases. Always confirm with official authorities or your travel operator before you book any inter-island movement.

What the Restrictions Usually Cover

The restrictions around Car Nicobar are not just about “entry yes or no.” They also cover how you reach the island, where you can move, what you can photograph, and which areas may be off-limits. This is why many travellers feel confused: a permit, if granted, does not automatically mean free movement.

1. Entry and permit checks

You may be asked for identity documents, travel purpose, and supporting paperwork. Depending on the route and current rules, permissions may need to be arranged in advance through the relevant local administration or through an operator familiar with Nicobar travel. Do not rely on last-minute asking around in Port Blair.

2. Movement on the island

Even after entry, movement can be limited to specific areas. Some roads, villages, beaches, and coastlines may be restricted for security, environmental, or community reasons. It is best to assume you will not be doing self-driven sightseeing the way you might in South Andaman.

3. Photography and drone use

Photography rules can be strict in sensitive zones. Avoid clicking people, government buildings, defence installations, and harbour infrastructure without clear permission. Drones should be treated as restricted equipment unless you have explicit written approval; carrying one without checking beforehand can create avoidable trouble.

4. Overnight stay

Accommodation options are limited compared with tourist islands such as Havelock or Neil. If your visit is permitted, stay arrangements may need to be pre-approved and are often practical rather than holiday-style. Do not expect beach resorts, water sports desks, or walk-in hotel choice.

How to Reach Car Nicobar, If You Are Eligible

Car Nicobar is not reached like a normal island-hopping holiday stop. Access is typically through government-arranged or permit-backed transport, and the exact mode may depend on weather, operational schedules, and the purpose of travel. Sea and air movements in the Nicobar region are more sensitive to weather than the tourist boats around Port Blair.

For most visitors, the route starts in Port Blair, which is the main entry point to Andaman. Port Blair to Havelock usually takes about 1.5 to 2 hours by ferry, and Port Blair to Neil Island around 1.5 to 2 hours as well, but Car Nicobar is a completely different travel category. It is farther, less frequent, and far more regulated.

If you are planning an approved visit, build in buffer days. Flights and ferries in the Andaman region are often affected by sea conditions, technical rescheduling, and administrative clearances. A same-day plan is risky.

Practical Do’s and Don’ts for Travellers

When restrictions are involved, small mistakes can lead to delays or denial of boarding. A disciplined approach makes the whole trip smoother.

• Do carry original ID proof and extra photocopies.
• Do reconfirm your permit status before leaving Port Blair.
• Do keep buffer time in your itinerary, especially in monsoon months.
• Do ask your operator or local contact about photography rules.
• Do not assume that public information for South Andaman applies to Car Nicobar.
• Do not carry drones or professional camera gear without checking permission.
• Do not travel on the basis of verbal approval alone.
• Do not try to enter restricted areas “just to see.”

Best Time to Plan Travel in the Andaman Region

If your wider itinerary includes Port Blair, Havelock, Neil, Baratang, or the southern islands, the best overall time is usually October to May. The sea is calmer, boat schedules are steadier, and sightseeing is easier. For any movement connected to Nicobar, this period is still preferable, though permissions and operational availability remain the deciding factors.

June to September brings monsoon weather, rougher seas, and more frequent disruptions. If your travel is dependent on a permit, connecting transport, or limited seat availability, monsoon is not the ideal time unless your visit is necessary rather than leisure-based. Always check updated weather advisories before you commit.

Costs You Should Expect in Andaman

Because Car Nicobar travel is not a standard tourist product, there is no simple published holiday rate to quote. Costs depend on the reason for travel, transport mode, accommodation availability, and the level of assistance required. If your trip is purely to the regular Andaman islands, costs are much easier to estimate.

Item	Indicative Cost Range	Notes
Budget hotel in Port Blair	?2,000-?4,000 per night	Good for short city stays
Mid-range resort in Havelock	?5,000-?12,000 per night	Prices rise in peak season
Ferry between major tourist islands	?1,000-?2,500 per person	Subject to class and availability
Day taxi in Port Blair	?2,500-?5,000	Useful for local sightseeing
Permits or special administrative processing	Variable	May involve formalities rather than a fixed fee

These are indicative figures only, and actual rates can change with season, fuel prices, and booking date. For Car Nicobar-related travel, confirm all expenses in advance with the authorised contact handling your movement.

Suggested Andaman Itinerary If Car Nicobar Is Not on Your Plan

Most travellers asking about Car Nicobar restrictions actually need a clean, enjoyable Andaman holiday without any permit complications. If that is you, a 5 to 7 day itinerary works well.

1. Day 1-2: Port Blair for Cellular Jail, Corbyn’s Cove, and the city market.
2. Day 3-4: Havelock Island for Radhanagar Beach and water activities.
3. Day 5: Neil Island for relaxed beaches and a slower pace.
4. Day 6-7: Return to Port Blair and add Baratang, Chidiya Tapu, or a museum visit if time allows.

This route keeps you within the regular tourist framework, so you can focus on ferries, beach time, and island experiences rather than permit paperwork. For many Indian families, this is the most comfortable way to experience Andaman.

Frequently Asked Questions

Is Car Nicobar open to normal tourists?

Not usually in the same way that Port Blair, Havelock, or Neil Island are. Access is controlled and may be limited to people with a valid reason, approved permission, or specific administrative clearance. Always verify before planning a visit.

Can Indian citizens go to Car Nicobar?

In some cases, yes, but not as a casual sightseeing stop. The permission process can be stricter than in the rest of Andaman, and the final decision depends on current rules and your travel purpose. Do not assume standard tourist entry.

Do I need a permit for Car Nicobar?

Very often, yes, or at least some form of prior approval. The exact requirement depends on your nationality, purpose of travel, and current local regulations. Check with the relevant authorities or an experienced local operator well before your journey.

Can I take photos everywhere in Car Nicobar?

No, you should not assume that. Sensitive places, government property, defence-related areas, and local communities may have restrictions on photography. When in doubt, ask first and avoid using drones unless you have explicit permission.

Is Car Nicobar part of a regular Andaman holiday package?

Generally, no. Most Andaman holiday packages focus on Port Blair, Havelock, Neil, and nearby sightseeing because those routes are simpler and better suited to leisure travel. Car Nicobar is a separate, more restricted travel category.

What should I do if my permit is delayed?

Keep your itinerary flexible and do not lock all your bookings around one restricted movement. In Andaman, ferry timings, weather, and permissions can all affect your plans. If Car Nicobar is essential to your trip, leave buffer days and confirm every step in advance.

Car Nicobar is one of those places in Andaman where planning matters more than enthusiasm. If you understand the restrictions early, you can avoid confusion and build a trip that fits the island rules as well as your schedule. For most travellers, the smarter move is to enjoy the classic Andaman circuit and treat Car Nicobar as a separately regulated destination.
